nancy pelosi, john boehner, mitch mcconnell and harry reid to the white house this afternoon for a "fiscal cliff" summit. >> here we are five days from the new year, and we might finally start talking. >> reporter: today's white house meeting might be the last chance to come to an agreement. that's because it takes time for a bill to work its way through both chambers of congress. >> i don't know time-wise how it can happen now. >> reporter: under senate rules the only way a bill could make its way through the procedure hurdles in time is if every senator agrees not to slow the progress. the house will be back here sunday night giving them just more than 24 hours to vote on any bill the senate works out. outside the beltway, carlino will be watching. >> everybody's kind of in a wait-and-see and fingers crossed perspective right now. >> reporter: since 1930, this is only the fifth time congress has worked after christmas. tara mergener for cbs news, washington. >>> today's meeting will be the first time president obama and all four leaders of the house and senate have met in person

. that's what the president wants. >> john boehner failed to get vets in on thursday. that would have raised taxes on people earning more than a million dollars a year. on friday speaker painer and the president left with no deal, each making a parting pitch. >> i asked leaders of congress to work toward a package that prevents a tax hike on middle- class americans, protects insurance for 2 million americans and laze the groundwork for further work on both growth and deficit reduction. >> the president's -- it would hurt jobs. >> reporter: the partisan bickering has put the country on the brink of a potential economic crisis. some long-time lawmakers dismid- by the perpetual gridlock. >> the first time i feel it's more likely we will go over the cliff than not; and if we allow that to happen, it will be the most colossal consequential act of irresponsibility. >> reporter: president obama says he'll cut his vacation short to hammer out a deal with congress. the deadline now a week away. i'm andrew spencer reporting. >>> if congress face to reach the agreement income tax rates will go u

hope for at this time. >> reporter: house speaker john boehner has not yet publicly endorsed the deal. now, the house reconvenes at midday but lawmakers say, frank, they plan to study this bill hard before they take a vote. they say the senate has had months to get a bill passed and they are not going to rush to get anything done. >> there is word, tara, that some republican lawmakers are upset about something the president said. could that effect support of the bill? >> reporter: it might. president obama chastised in his speech congress for taking too long to get the deal done. but he also threw something out at republicans saying if they think that spending cuts is the only thing that's going to reduce the deficit, they have another thing coming and that basically references the $16.5 trillion in debt which is the next issue on the table. a lot of republicans were offended and it could antagonize enough of them to jeopardize an "up" vote on this bill to get it done. >> they are making progress. that's a good sign in the new year. we see what the house says today. tara mergener live
